You can buy activated charcoal from any shops that deal with aquariums, Ie. pet shops.
Activated charcoal is what is in a carbon filter, All you do is:
Buy activated carbon (I can get 800g for <£4 in most pet shops)
Wash it in water and rinse it off to remove any dust.
Then lay it out an a baking tray in the oven at 200oC for 5-15 mins (Untill dry).
Then when cool and dry, Place the charcoal in one leg of a tight.
Get a cheap 4" extractor fan (Usually <£15)
Get some mesh and fix it round the exhaust of the extractor fan, So you get a cylinder of open mesh but remember to put some mesh over the fan its self to stop the charcoal package falling into the blades.
Place charcoal inside the mesh so that it fills the cylinder at one point.
Close end and Cut an old T-Shirt up so you have either the front or the back and wrap it round the cylinder covering the back too.
Then get some good strong duct tape and tape the cylinder from the exhaust all the way to the end of the cylinder maybe leaving an inch to ensure all air that passes thru the cylinder must run thru the tight filled with charcoal which will effectively scrub the air
It also helps to have an air tight room with controlled flow in and controlled flow out, It is possible to rig an extractor fan to a light dimming switch for variable control of the fans speeds

P.S. most carbon filters only contain 20g - 50g of activated carbon so 200g and above is super efficient
