Yeah sure...

Phones now adays have GPS locaters in them, This tecnology is outdated by more then likely 50 years plus....
You can be tracked by GPS down the nearest inch and before that they used to triangulate signals down to the nearest few metres in a similar technique that is described as "STINGRAY" but by using 3 phone masts and measuring the echo times of the 3 locations. Using 2 vans to locate seems rather stupid...

This is old news and most likely propaganda....
