Herbal joints

Hey there,
Irish customs have confiscated an order I put in for a few things...they're checking up on the legality of the salvia and calamus that I'd ordered, but say that it's definitely illegal to transport joints, even if the substances inside them are legal...can anybody tell me more about this?

Sounds like bullshit to me, what about a joint rolled with pure tabacco ? I think it's only illegal to transport illegal substances.
