Cannabis seeds in Germany

Can anyone please explain me why cannabis seeds are legal in most europeen country's but not in Germany?

This is really weird because I know that they do have a lot of headshops over there. And the seeds are even legal in France ( of all places)

Are there any Germans here who can explain?

I guess the Germans were diligent growers, so the government tried to stop them

But seriously, around the time when the seeds were still available I knew a lot of people who were growing really good weed. Then the quality went down because getting good seeds is harder (still not impossible, but a lot more expensive!)
